Investors Back Ghana’s Economic Reset as Finance Minister Details Reform Gains

International investors have expressed strong confidence in Ghana’s economic direction following high-level engagements with the Minister for Finance, Dr. Cassiel Ato Forson, who outlined ongoing reforms and emerging macroeconomic gains.

Dr. Forson presented Ghana’s economic outlook as the result of a structured “economic reset” anchored on legally backed reforms and strict fiscal discipline, rather than short-term interventions.

He highlighted key policy actions, including a leaner government structure, mandatory commitment controls, and amendments to the Public Financial Management (PFM) Act introducing tighter fiscal rules.

The Finance Minister also pointed to the establishment of the Fiscal Council and the Office of Value for Money as part of efforts to strengthen oversight and improve efficiency in public spending.

According to him, government has uncapped statutory funds to better align spending with national priorities, while reforms in petroleum revenues and mining royalties are expected to support infrastructure development.

Additional reforms have also been implemented across tax administration, VAT, customs, payroll, energy, and the cocoa sector.

Dr. Forson said the measures are already delivering results, citing stronger-than-expected growth, easing inflation, a stabilising cedi, and an improved external position.

He added that reserve accumulation is ahead of programme targets, while investor sentiment continues to improve, reflected in declining yields on government securities.
